Do we have to worry about IP correlations?

Yes, we all know that TOR obscures your IP address – but many users have multiple aliases, if they sign in under different usernames without creating a new identity then even though the IP has no connection with you, it would be connecting different accounts. Say a re-seller vendor logs out and logs in as a buyer, if LE was able to decrypt the addresses or someone was lazy enough to click Auto-Encrypt, I would assume it would be very simple to connect identical IP addresses and match the vendor with the address on their order.

Would TOR be enough plausible deniability to claim it was coincidental?

Maybe but LE usually only goes after sellers in deanonymization attacks.

What is more likely is they track a vendors location by ordering and then wait for them to ship again. So your shipping opsec should be bulletproof.
