The problem is indicated here, in the pertinent error message, in fact when pressing ahead with Tor after sucessful captive portal sign-in with the Unsafe Browser.

In my experience so far, Tor consistently fails to connect in TAILS if a captive portal is required. I connect to a network, knowing it is a captive portal network, and watch Tor trying to initialize, then interrupt the process by running the unsafe browser to login to the network, which succeeds. After this, every attempt to continue the Tor process fails, chugging away to no result, with the Tor log showing error logs, or issuing a “Tor is not running” message.
This is definitely a TAILS problem, as performing the same task in Windows works fine: the difference is in Windows Tor is not initialized at all until after I have logged in (in my case using Iron), when I then initialize Tor manually by running the Tor Browser; in TAILS this is not what happens, and the Tor initialization is separated from the Tor Browser, and cannot be manually initialized (presumably via terminal, but I lack the command). Immensely lame.

so use a middle box and connect it to portal and then connect to it with tails computer over hosted network, booyah.

As long as your Mac address is spoofed at TAILS startup, using the schools WiFi should be fine. They can see that you are using Tor, but can not see what the traffic contains. And plenty of people use Tor. If they ask about it, say you write an underground blog that is none of their business.
Extra point: do not leave TAILS unattended. Your dorm room is not protected from staff coming in to “peek” at your computer.
